I wish we could get a flashback to see what Balthazar was like back when he fought side by side with Castiel.

And I agree that his attempt to deal with Sam was very much about revenge against the boys for taking Cas away, but I also think there's a element of him wanting to hurt Cas himself as well. Like you say, when Cas picked the boys over him it was a type of betrayal for Balthazar, leaving him hurt, and when you're hurt you sometimes lash out without thinking, even against people you care about. So yes, I think he may have been actively trying to arrange a situation that would harm Dean and therefore Cas as a result, but that he would have regreted it in the aftermath had the plan to get Sam to kill Bobby actually succeeded.
We really really need to see more of Bal ASAP before I can fully speculate on anything else though. See, the way I see it, as it is now, it would be very easy to make Bal an out and out villain this season. We don't know what he's doing with the souls he takes, as you say - maybe it's something terrible. Maybe it's something to do with what Death was hinting at.
I really hope not. I like the idea of him being a strictly brought up child suddenly high on freedom and going crazy with it and I VERY much like the idea of Cas being the one to calm him down and guide him into a more responsible way of life (with Bal getting Cas to loosen up once in a while in return :D). But I see his character in a 50:50 situation when it comes to that right now, he could go either way.
Ah, damn it. More Bal now pls! :p
And I'm not sure Baltie is a genuine nickname :p The tweet struck me as either a continuation of something Seb and Misha had already discussed, or something Seb came up with in the spur of the moment.
I was sad to see him use the 'offical' spelling of Cas though :(
